      Research Fellow in Foreign Policy Studies, Cato Institute

      Jonathan Clarke is a research fellow in foreign policy studies at the Cato Institute. As a career diplomat with the rank of counselor in the British Diplomatic Service, his foreign assignments included Germany, Zimbabwe and the United States. Stefan Halper, a Senior Fellow at the Center of International Studies at Cambridge University , served in the Nixon, Ford, and Reagan Administrations.
