STANLEY K. SLOAN is the senior specialist in international security policy for the Congressional Research Service, Library of Congress. Prior to this he served as deputy national intelligence officer for Western Europe with the Central Intelligence Agency and was a member of the U.S. delegation to the Vienna talks on East-West troop reductions in 1973. He is a graduate of the University of Maine with an MTA from Columbia University and the author of Headline Series No. 278, "East West Relations in Europe." He lectures widely in Europe and the United States, and his most recent book is NATO's Future: Beyond Collective Defensive.
