Project Description:

The International Foundation for Electoral Systems (IFES) is recruiting a Project Director for a program focused on providing legislative assistance and technical support to Senegal’s reform efforts, and to promote the engagement of Senegalese citizens in this process. IFES is looking for a Project Director who will be responsible for the planning and implementation of the program. The project is subject to successful award.

Job Responsibilities:

• Serve as IFES’ senior technical advisor to relevant legislative and civil society institutions; ensure the successful implementation of legislative strengthening and civic engagement activities;
• Provide general oversight of the program in Senegal, including responsibility for program management, strategic vision, fiscal integrity, quality and timing of deliverables; ensure a gender-based approach to program design and implementation;
• Establish and maintain working relationships with Senegalese authorities and institutions, international organizations on the ground and funders to ensure successful implementation of the project and avoid duplication of efforts;
• In coordination with IFES/HQ, assist in the identification, recruitment and hiring of local and international technical consultants, as needed;
• Provide oversight and management of technical consultants;
• Supervise the drafting and timely submission of reports to funders;
• Assist in program development for IFES in Senegal by identifying additional technical needs;
• Perform other duties as necessary to the overall success of IFES programming in Senegal.

The Senegal Project Director will work with IFES Headquarters to:
• Implement program initiatives through approved project work plans;
• Develop new strategies and ideas based on local conditions;
• Implement staffing plans and policies;
• Track and monitor financial expenditures and project budgets.

Qualifications:

• Bachelor’s Degree in related field, Master’s preferred;
• Technical expertise in either legislative strengthening or civil society capacity building (experience in both areas highly desired);
• Proven track record with democracy and governance programming in developing countries, preferably in francophone West Africa;
• Experience in gender-based programming;
• Substantial project management experience;
• Familiarity with the international donor community and experience as an action-oriented interlocutor with democracy development actors at all levels;
• Experience with USAID rules and regulations, and the implementation of USAID-funded project activities;
• Strong interpersonal and representational skills; demonstrated ability to create and maintain effective working relationships with government officials, local government representatives, bilateral donors and NGO partners;
• Strong understanding of the sub-Saharan governance context via demonstrated work in the region on democracy issues;
• Experience living and working overseas, preferably in sub-Saharan Africa;
• Fluency in French and English—written and spoken—required.
